Local government elections in the Internet. ATM S.A. and eo Networks Sp. z o.o. cooperation

In September 2006, the consortium of eo Networks and ATM S.A. concluded a contract with the National Election Commission for Internet visualization of local government elections to be held this year.

eo Networks and ATM S.A. were awarded the contract for Internet visualization of this year's local government elections. eo Networks will develop the Result Visualization System and the Benefit Register. It will also implement and administer the CAVA'CMS Content Management System, whereas ATM S.A. will provide collocation services and will ensure data transfer links to the National Election Commission.

The tender was announced on June 9, 2006 and the bids were opened on September 7, 2006. The project deadline for this PLN 723,000 worth project is November 28, 2006. The contract assumes developing a high-performance and scalable system that will be capable of supporting hundreds of thousands of Internet users with using an adequate infrastructure — in particular a 64 Mbps line.

It was over three years ago, during the referendum on Poland’s accession to the EU, when the results of a public vote, gathered by the National Election Commission from over 25 thousand voting districts, were visualized in real-time through the Internet. Back then, eo Networks performed a similar scope of works as a subcontractor of ATM S.A.. The joint effort of IT experts from both companies and the National Electoral Office allowed developing a robust system in a very short time. The system was available via the referendum.pkw.gov.pl website and allowed Internet users to check the results of the votes given by even their neighbours.
